2016 Project on Incorporation and Maintenance of Newly Added Functions of the Resources Recycling Management Information System (RRMS)

The implementation of this project began on January 1, 2016; it established and maintained the recycling management information system on the basis of four major indicators: integration, maintenance, adding value and safety. In terms of maintenance, 1,161 sets of CCTV in the subsidized waste processing plants have all been put online, which allows real-time control over the operation situation of the processing plants. In addition, the online system of the metering equipment will be able to upload the weighing figures to the system host to enhance the anti-fraud effectiveness. This project helped to promote online operation and completed the inventory of the site equipment and technology transfer through on-site guidance for the 73 subsidized processing plants. In terms of integration, the project worked in cooperation with the policy of the Environmental Protection Administration (EPA), Executive Yuan and completed the conversion of My SQL to MS-SQL and the relevant programs to improve the effectiveness of the overall management and services. In terms of value-adding, the project assisted the EPA in the completion of tasks, such as data inventory and analysis this year, while finishing the development of the advanced analysis platform of data application. Data mining was conducted through the RRMS database, and application tools and patterns were introduced to offer visualization services, such as statistics, analysis, early warning and warning. In terms of safety, this project cooperated with, and helped, the EPA to carry out the information safety exercises and conducted the vulnerability scan for various systems to eliminate the mid- and high-level risks within one week after the scan. Currently, there are no mid- or high-level risks in any system. The assessment suggests that the remaining low-level risks should not require correction for the time being. This project established and maintained the recycling management information system based on the four goals to truly achieve various performance indicators. Through data lateral series connection, information sharing and convenience will be accomplished, and the quality of decision making improved. The project will also promptly provide the data required for various decisions to increase the ability to informative the overall recycling system.
